1. Purpose
This policy sets out Murzo Group's approach to food, feed, sanitary and phytosanitary controls, border control posts, health certificates, plant health, animal products, high-risk food and feed of non-animal origin, food labelling, and pre-notification.
The purpose is to prevent unsafe food or feed, incorrect border declarations, missing certificates, rejected consignments, unlawful imports or exports, and failures in food or plant health controls.
2. Scope
This policy applies to food, feed, ingredients, insect-derived products, substrates, animal products, plant products, seeds, soil, organic goods, samples, test batches, food contact packaging, farming inputs, and goods subject to SPS or border controls.
It applies to imports, exports, re-exports, returns, samples, online sales, marketplace sales, and goods moved for testing or exhibition.
3. SPS Position
Murzo Group will identify whether food, feed, plant, animal, biological, organic, or farming-related goods require pre-notification, health certificates, phytosanitary certificates, common health entry documents, border control post routing, inspection, sampling, or authority approval.
SPS rules can differ between Great Britain, Northern Ireland, the EU, Spain, and non-EU countries. A consignment that is low-risk in one route may be controlled in another.
4. Food and Feed Controls
- Check country-specific import and export rules before commitment
- Check whether the product is food, feed, animal product, composite product, plant product, novel food, organic product, or high-risk food or feed
- Check whether the consignment requires pre-notification, CHED, IPAFFS, TRACES, certificate, inspection, or border control post routing
- Check labelling, allergen, ingredients, nutrition, origin, language, claims, shelf life, and storage requirements
- Check temperature, hygiene, contamination, pest, tamper, food fraud, and traceability controls
5. Plant, Soil and Farming Material
Plants, plant products, seeds, timber, used agricultural machinery, growing media, soil, and related farming material may require plant health checks, phytosanitary certificates, registration, plant passports, CITES permits, or biosecurity controls.
Murzo Group must not move soil, pests, pathogens, endangered species material, untreated wood packaging, or regulated plant material without checking applicable controls.
6. Border Rejection and Incident Response
If a consignment is held, inspected, rejected, destroyed, returned, or detained by border or food authorities, Murzo Group will escalate promptly and consider food safety, legal, customer, insurance, customs, and recall implications.
Goods must not be diverted, relabelled, re-exported, sold, or disposed of contrary to authority instructions.
7. Required Evidence Only
Food, SPS, certificate, border, supplier, labelling, and transport evidence should be limited to what is required by law, authority request, safety, customer terms, or practical need.
8. Prohibited Conduct
- Moving controlled food, feed, plant, animal, biological, or organic goods without checking border requirements
- Using incorrect descriptions to avoid SPS controls
- Bypassing border control posts, pre-notification, certificates, or inspections where required
- Changing labels or paperwork to hide origin, ingredients, allergens, health status, or treatment
- Selling or using goods that are under authority hold, rejection, or recall review
9. Review
This policy will be reviewed when Murzo Group changes food or farming product categories, imports or exports to a new market, or becomes subject to new SPS controls.
